Maine School District #15, Gray and New Gloucester, uses an administrative evaluation tool for principals based on the Interstate School Leaders Licensure Consortium Standards for School Leaders.
Each ISLLC standard is assessed through performance indicators and evaluated through a summary rating of “exceeds, meets, partially meets, and does not meet”. Each principal meets with the superintendent at the beginning of the school year to set goals and create an action plan to meet specific standards. Another mid-year meeting is held to review progress toward the goals, and a final summative conference is held at the end of the year. The principal is expected to do a self-reflection on his/her goals and that reflection is used as part of the evaluation.
Insufficient progress toward goals may result in a remediation action plan that could be used for the purpose of dismissal. The evaluation tool is primarily used for principal development. MSAD #15 currently does not tie compensation or promotion to a score on the evaluation tool. Each principal, however, is expected to gather data (i.e. student achievement scores, climate survey data, absentee rate etc.) to document achievement towards h/her goals.
